Which requirements should drive the decision?

Both vendors sell a range of named applications rather than one bundle, so the decision turns on which of your workflows each quote actually names. VelocityEHS puts safety, chemical management, ergonomics and operational risk on its Accelerate platform and sells environmental compliance, sustainability and contractor safety with permit to work as further products. Enablon, a Wolters Kluwer business, pairs EHS and ESG with process safety and a Control of Work range for permits, isolations and simultaneous operations. Start from the job that has to be controlled (a chemical at a workstation, an ergonomic task, or maintenance on live plant) and demonstrate that path in each proposal. No price was found for either, and no winner is established.

Consider VelocityEHS when…

Workers need a safety data sheet or container record on the device at the point of use, including where there is no signal, and the chemical inventory spans several locations.
Ergonomics assessment is a priority programme and a finding should start follow-up on the same platform as incidents and inspections.
Your permit problem is contractors: qualification checks before issue and a map or calendar of who is working where matter more than isolation planning.
You want implementation at a fixed cost and licensing that does not rise per location, and can get both written into the contract.

On 25 September 2026 the Accelerate page described one platform uniting Safety, Chemical Management, Ergonomics and Operational Risk, and advertised fixed-cost implementation, 'universal licensing' across locations and devices, product access in 15+ languages, a dedicated implementation project manager and integrations including ERP, Power BI and Azure; treat these as vendor statements to confirm in the order form. Field work is split across two apps: the VelocityEHS Mobile App records incidents, near misses and hazards offline, downloads company checklists and keeps drafts editable before submission, while the SDS/Chemical Management app keeps safety data sheets, product and container details and earlier barcode or QR scans available offline. The separate Permit to Work product shows active, pending and upcoming permits on site maps and calendars and checks contractor qualifications before a permit is issued. The only free offer found is limited SDS access, not a trial of Accelerate.

Consider Enablon when…

The work to control is maintenance on operating plant: permits tied to isolation plans on P&IDs, lockout/tagout and overlapping jobs in one area.
Site leaders want a cumulative view of risk where permits, changes, deviations and backlog overlap, or a barrier and critical-control view fed from other systems.
Workers must receive safety alerts in the app when an incident happens, not only report from it.
You have an integration team, internal or contracted, to build and own interfaces through Enablon Hub.

Enablon's Control of Work page, read on 25 September 2026, groups Permit to Work, Hazard Identification and Risk Assessment, Isolation Management and Lockout/Tagout using P&IDs and iDiagrams, and real-time permit monitoring, and lists further applications: Barrier Management, Critical Control Management, Contractor Safety, a Cumulative Risk Heat Map for areas where permits, MOCs, deviations and backlog maintenance overlap, and Field Operations shift logging. It advertises AI-assisted permit drafting and real-time SIMOPS coordination. Enablon Go, the native app, records incidents, near misses, observations and at-risk behaviour online or offline, runs inspections offline with checklists, comments and action plans, supports audits against internal or third-party protocols, pushes safety alerts to workers and takes speech-to-text, images, video and audio. Enablon Hub on the Vision Platform is a self-service development kit for third-party integration, not a finished connector.

Run these three tasks in both demos

Take a chemical from the store to a task at a site with no signal.
Acceptance evidence: VelocityEHS: save the SDS in the SDS/Chemical Management app, disconnect, scan the container and record a hazard in the EHS app, noting which app holds each step. Enablon: name the application that holds chemical information in the quote and show what a worker can see offline in Enablon Go; if none is quoted, record chemical access as open scope. Reconnect both and inspect the server record and the assigned action.
Issue a hot-work permit beside a job that needs an isolation, then change a condition mid-job.
Acceptance evidence: VelocityEHS: in Permit to Work, show the qualification check stopping an unqualified contractor and the overlap on the site map or calendar. Enablon: draw the isolation on the iDiagram, raise both permits and show the SIMOPS warning and who can suspend or reissue. For both, record whether an overlap blocks issue or only warns, and whether any step works without a connection.
Record an ergonomic or operational-risk finding and follow it to an action and a management report.
Acceptance evidence: VelocityEHS: create the finding in the Ergonomics or Operational Risk application and show the action it starts elsewhere on the platform. Enablon: show where the same finding lands (risk assessment, barrier or critical-control view) and who owns it. Export the history and name every application and interface used.

Keep the decision open if…

Keep the decision open if a demonstrated step belongs to an application outside the quote (VelocityEHS Sustainability or Permit to Work; Enablon Control of Work, Barrier Management or ESG), if an overlap is only a warning where your procedure requires a block, or if an offline step was shown connected. Neither record establishes a price, contract term, implementation duration, offline permit authorisation or sync-conflict behaviour, and 'fixed cost implementation' and 'universal licensing' remain marketing statements until they are in the order form.

Align the proposals

Send both the same sites, workers, contractors, chemicals, permit types and receiving systems. Ask VelocityEHS to list each Accelerate application, the separate Permit to Work, Environmental and Sustainability products, both mobile apps, and what its fixed-cost implementation and universal licensing cover in money and scope. Ask Enablon to list each EHS and Control of Work application, Enablon Go access by site and role, every Enablon Hub build and its owner, and configuration, migration and renewal as separate lines. Which of VelocityEHS or Enablon is stronger for permit to work?

Not established here. VelocityEHS sells a separate Permit to Work product aimed at contractor permits, with qualification checks and site maps; Enablon's Control of Work range ties permits to isolation plans on P&IDs, SIMOPS coordination and barrier views. Run the same maintenance job with changed isolation information in both, using only the quoted applications, and compare what each blocks, who authorises and what works offline.
