Why the same job has seven names
The vocabulary followed the regulators. The UK named its enforcement agency the Health and Safety Executive in 1974, so British industry says HSE. The United States split enforcement between OSHA (safety) and the EPA (environment), and corporate America bundled the compliance functions as EHS. The ISO world standardised on OH&S for ISO 45001. Australia harmonised its state laws under the Model Work Health and Safety Act in 2011 and adopted WHS.
Quality joined the acronym wherever certification pressure was highest: oil & gas service companies, shipping, and EU manufacturers pursuing combined ISO 9001/14001/45001 certificates began hiring "QHSE managers" — one function owning the whole integrated management system. The ordering (QHSE, HSEQ, SHEQ) is purely regional habit.
Who says what, where
United States & Canada
EHS dominates job titles and software categories; OHS appears in Canadian provincial regulation; EHS&S is growing with ESG programs.
United Kingdom & Ireland
HSE — reinforced by the regulator of the same name (the Health and Safety Executive). "EHS" reads as American.
European Union
Mixed: HSE and QHSE in industry, SHE in chemicals/manufacturing; national terms coexist (e.g. Arbeitsschutz in Germany, DUERP context in France).
Middle East (GCC)
HSE is standard, inherited from oil & gas; QHSE very common in contractor prequalification and tenders.
Nordics
HSEQ is the usual ordering (HMS in Norwegian — Helse, Miljø og Sikkerhet).
Australia & New Zealand
WHS is the legal term in Australia (Model WHS Act 2011); HSEQ common in industry; NZ uses HSW (Health and Safety at Work Act 2015).
South Africa
SHE and SHEQ, shaped by the Occupational Health and Safety Act and mining tradition.
Oil & gas / marine (global)
HSE and QHSE regardless of country — IOGP guidance and classification societies standardised the vocabulary.
Does the difference matter in practice?
For day-to-day work: rarely. An EHS manager in Texas, an HSE manager in Aberdeen and a WHS manager in Perth do substantially the same job. It matters in three places: job searches (recruiters and boards match the literal string — use your market's term), tenders and prequalification (Middle-East and oil & gas contracts ask for "QHSE" systems and expect quality to be included), and software selection — a QHSE/HSEQ-labelled platform normally bundles quality workflows (CAPA, non-conformance, document control) that an EHS-labelled one may lack.
