QHSE meeting software: minutes are not the deliverable
Safety committees fail in a predictable way. The meeting happens, the minutes are circulated, and the same three items appear under 'ongoing' for a year until nobody believes the forum does anything. The software question is therefore not about minute-taking, which is a solved problem. It is whether an item raised in a meeting becomes a tracked action in the system where your other actions already live — and whether the record can evidence that workers were consulted before a decision was taken, rather than informed after it.

Two outputs to compare products on
Consultation is the first. Great Britain's HSE frames worker involvement as consulting employees on health and safety matters, and US OSHA's recommended practices set out worker participation with reporting that is not discouraged by retaliation. ISO 45001 makes consultation and participation of workers an explicit part of the management system. In each case the evidence sought is that workers had a route to influence a decision — and a committee record is the usual place that evidence lives. Great Britain HSE: worker involvement and consultation; US OSHA: recommended practices — worker participation; ISO 45001 standard record
Action closure is the second. An item raised by a worker representative that is recorded in minutes and nowhere else has no owner, no due date and no reviewer. It will be discussed again. Whether your meeting tool can push that item into the same action register as audit findings and incident actions decides whether the item gets an owner, a due date and a reviewer.
Everything else — agendas, templates, attendance, minute formatting — is convenience. Useful, but not what to compare products on; if your existing action system can carry meeting items, a separate subscription may not be needed.
Products whose records document meeting functions
Tekmon pays for a sponsored placement (above); its place in this list follows the same rule as every entry. How lists are ordered
Same rule for every product: tagged “Toolbox Talks”, “Safety Management”, “EHS Management”, “Construction Safety”, “Quality Management”, “Policy Management”, “Occupational Health”, “Risk Management”, “Safety Observation”, “Training Management” or “Management Review”, with a sourced safety meetings, toolbox talks or committee records capability in its record, or one the vendor stated to us, labelled as vendor-stated. 16 qualify; the first 8 are shown, then the other 8.

Three things to establish
Where actions go
Into a meeting-specific to-do list, or into the register that already holds audit and incident actions? A parallel list is how items become invisible to everyone who does not attend the meeting.
Who was there, and in what capacity
Consultation evidence needs to show worker representation, not just headcount. Establish whether attendance records the role a person attended in, and whether apologies and substitutes are captured.
What carries forward
Ask to see an item raised six months ago and every meeting it has appeared in since. A system that cannot show an item's age makes the recurring-item problem invisible, which is exactly how it persists.
The demonstration: follow one item for six months
Raise an item as a worker representative
Record who raised it and in what capacity. Confirm the record distinguishes a management proposal from a worker-raised concern, because that distinction is what makes it consultation evidence.
Convert it to an action in your main register
Assign an owner and a due date, then check the action appears where audit and incident actions live. If it only exists inside the meeting module, expect it to be forgotten.
Let it slip, twice
Miss the due date and carry the item into two further meetings. Establish whether the agenda shows its age and its history automatically, or whether a secretary has to remember to re-add it.
Record a decision taken against the advice given
Consultation does not mean agreement. Confirm the record can show what workers raised, what was decided, and the reason — that is the evidence that consultation happened, and the honest case is the one worth testing.
Produce the consultation record for a period
Export meetings, attendance by capacity, items raised by workers and their outcomes over a year. That is what a reviewer or an inspector will ask for, and it is not the same as a folder of minutes.
Where the products are
We hold no researched profile for a dedicated QHSE meeting product, so this page names none rather than listing vendors we have not checked. Two of our researched profiles document meeting or safety-meeting records as one capability within a broader platform, which is the usual shape of this market — it is rarely bought on its own.
That is the practical recommendation here: before buying anything, establish whether your existing action tracking can hold meeting items with a source and a forum, since that is what the demonstration above tests. For the periodic formal review rather than routine committees, see management review software; for pre-shift briefings, see toolbox talks. All three are different meetings with different evidence requirements.
Questions that separate candidates
Sources and evaluation limits
3 sources, checked 22 Sep 2026
Consultation and participation: Great Britain HSE: worker involvement and consultation; US OSHA: recommended practices — worker participation; ISO 45001 standard record. All checked 22 September 2026. Consultation duties differ by jurisdiction and by workforce arrangements, including where recognised representatives exist — confirm what applies to you rather than configuring to any one framing.
No product is named, ranked or tested on this page. We publish no figures on meeting effectiveness or action closure rates, because we have not measured any and have not verified published figures worth repeating.
This page is deliberately sceptical about the category. For many organisations the honest answer is that a meeting module is not a purchase but a configuration of the action register they already have, and we would rather say so than write a buying guide for something you may not need.
