    Key APAC Regulations

    Australia Model WHS Act + state variations

    Model WHS laws implemented by the Commonwealth, states and territories except Victoria, which has its own OHS Act 2004. Each implementing jurisdiction may vary the laws; see the Australia section.

    Singapore WSH Act

    Workplace Safety and Health Act administered by the Ministry of Manpower, with duties for employers, occupiers, suppliers, employees, the self-employed and platform operators. See the Singapore section.

    India OSHWC Code 2020 and applicable rules

    The Ministry of Labour confirms that the Occupational Safety, Health and Working Conditions Code came into force on 21 November 2025. Confirm the central/state rules, establishment scope and any transitional provisions for the activity before configuring registers or workflows.

    Japan Industrial Safety & Health Act

    ISH Act mandates safety committees, health checkups, stress checks, and prescriptive workplace hygiene controls. Strong cultural emphasis on KY (Kiken Yochi) hazard prediction and 5S.

    China Work Safety Law (2021 revision)

    Substantially strengthened employer duties, dual prevention mechanism (risk + hidden danger), and personal liability for executives. Driving rapid digitisation of EHS controls across Chinese operations.

    ISO 45001 & Seveso-equivalent regimes

    ISO 45001 is the de facto baseline across APAC; major-hazard sites are governed by national equivalents (e.g., Australia's MHF regulations, Singapore MHI, India MAH Rules).

    What to Look for in APAC EHS Software

    Multilingual frontline UX

    Identify the languages your workforce and reviewers use. Demonstrate interface text, instructions, attachments and translated content on the intended devices, with an owner for reviewing safety-critical wording.

    Offline mobile capability

    Mining, oil & gas, construction and remote infrastructure projects routinely operate beyond reliable connectivity. The platform should sync inspections, incidents and PTW once a device returns online.

    Australia model WHS alignment

    Incident notification, hazard identification and consultation workflows should map to the WHS laws of the jurisdiction you operate in — and to Victoria's OHS Act 2004 where relevant. Ask who maintains any state-specific content and how a change reaches your configuration.

    Singapore reporting to MOM

    Work-related accidents, dangerous occurrences and occupational diseases are reported to the Ministry of Manpower under requirements that differ by type. Test the classification and the reporting handoff with a sample record.

    India: current rules and establishment scope

    Ask who maintains content for the OSHWC Code and the rules applicable to each establishment. Identify statutory registers, construction-worker requirements and any transitional treatment with the responsible adviser; price configuration and updates separately.

    Data residency for China and Indonesia

    China's Cybersecurity Law / PIPL and Indonesia's PDP Law are pushing local data residency. Verify cloud regions and cross-border transfer mechanisms before standardising.

    Australia: confirm the jurisdiction first

    Safe Work Australia's legislation overview explains that the model WHS laws apply in a jurisdiction only once that jurisdiction implements them as its own, that amendments to the model laws do not apply automatically, and that Victoria is the only jurisdiction that has not implemented them (it has its own Occupational Health and Safety Act 2004). Confirm the applicable regulator and current local rules before configuring a workflow; a software template is not a legal determination.

    Have your responsible adviser define escalation, external notification and evidence retention before the demo. List site, mining, construction and customer requirements separately rather than inferring them from a general WHS template, then use one representative incident to show classification, reviewer approval, escalation and the separately confirmed external reporting step.

    Singapore: WSH Act and reporting to MOM

    The Ministry of Manpower's Workplace Safety and Health Act pages set out the duties of employers, occupiers, manufacturers or suppliers, employees, the self-employed, and platform operators and workers, and link MOM's own summary of liabilities and penalties. Take any penalty figure from that page, not from a vendor brochure.

    MOM's what and when to report page says work-related accidents, dangerous occurrences and occupational diseases must be reported, and that the requirements differ by type. Ask each vendor to show how a sample record is classified against those types, who submits the report to MOM and where the submission reference is kept. Our research did not establish a MOM-format export for any platform listed on this page.

    Which platforms support Australia model WHS workflows?
    A WHS label is not the same as maintained model WHS templates or content. Ask each vendor you shortlist to demonstrate incident notification, hazard identification and consultation workflows configured for your jurisdiction, and to state who maintains them. For Victorian sites, confirm OHS Act 2004 alignment as well — the Act has not been fully harmonised with the model WHS framework.
    How important is offline mobile in APAC EHS deployments?
    Test the connectivity conditions of each site. Demonstrate prepared inspections, new incident records, attachments and confirmed server receipt separately. Permit authorization may require current shared information and connectivity; do not infer offline signoff from offline capture.
    What languages should an APAC EHS platform support?
    Specify the languages used by the workforce and reviewers at each site. Test the interface, form content, notifications, attachments, offline material and support separately; coverage in one does not establish the others.
    How should software reflect India’s OSHWC Code?
    Use the Code and current applicable rules as the starting point. Have the responsible adviser define each establishment’s requirements and any transitional provisions, then ask the vendor to demonstrate those records and identify the content-update owner. A generic India template is not an applicability decision.
    What's different about EHS software in China?
    The 2021 Work Safety Law revision substantially strengthened employer duties and personal executive liability, driving the 'dual prevention mechanism' (risk + hidden danger). Chinese deployments also have to handle Cybersecurity Law / PIPL data residency. Assess applicable hosting and transfer conditions with the responsible privacy team, and test the languages actually required by the workforce.
    Can a single platform cover Australia, Singapore, India, China and Japan?
    Yes — that is the modern architecture. Choose vendors with maintained APAC regulatory libraries, multilingual UI, offline mobile, and country-level data residency where required.
